United Kingdom customs & Transfer of Residence: step by step

Required registration: HMRC ToR1 (Transfer of Residence)

  1. 1

Apply for ToR1 at least 6 weeks before shipping

Submit the online ToR1 form to HMRC with your passport, visa, US proof of residence and full inventory. HMRC typically responds in 2โ€“6 weeks and issues a unique reference.

  2. 2

Give the ToR reference to your moving company

The reference must appear on the customs entry. Shipments arriving without it are held at port and accrue demurrage daily.

  3. 3

Meet the 12-month and 6-month rules

You must have lived outside the UK for at least 12 consecutive months and owned and used each item for at least 6 months.

  4. 4

    Observe the 12-month disposal restriction

Relieved goods cannot be sold, lent, hired out or disposed of within 12 months of import without notifying HMRC.
