Route overview

On arrival, Singapore applies GST relief for used household articles under Singapore customs framework. Import VAT in Singapore is 9%, and relief is what keeps your household goods out of that charge. Shipments normally arrive through Port of Singapore (PSA) or Jurong Port.

This page covers what actually changes on the United States → Singapore route: what you will pay, how long the shipment is at sea, the paperwork Singapore customs expects from a departure in United States, and what to do about pets, a vehicle and somewhere to live when you land.

Departures from United States normally load at New York / New Jersey, Savannah, Houston. Household goods leaving the US move under an ocean carrier booking filed with US Customs at least 24 hours before loading. Personal effects shipments are normally filed by your forwarder; you sign a power of attorney authorising them to act. Video or in-home surveys are widely available across the continental US; crews are typically scheduled 2–4 weeks ahead.

Customs: United States to Singapore

Shipments from United States are treated as an import from outside Singapore's customs territory. The requirements below apply, and the supporting evidence customs will ask for — proof of address, residence history, ownership records — must be documents issued in United States.

GST relief for used household articlesSingapore customs framework

Singapore charges no duty on ordinary household goods, but 9% GST applies unless relief is granted for used personal effects brought in when transferring residence. Every shipment needs an electronic permit filed in TradeNet by a licensed declaring agent.

Conditions

  • You hold a valid long-term pass such as an Employment Pass, S Pass or Dependant's Pass.
  • Goods are used personal effects and household articles, not new or commercial merchandise.
  • A licensed declaring agent lodges the import permit before the goods are released.

Documents from United States

  • US passport or residence document
  • Proof of your US address for the last 12 months (lease, utility bills or tax records)
  • Signed and valued inventory prepared at packing
  • Ocean bill of lading issued by the forwarder

Rules vary by destination and may also depend on your country of origin, immigration status and circumstances. This guide is educational and is not legal, tax or customs advice.

Bringing a vehicle

Importing a car is exceptionally expensive: a Certificate of Entitlement must be bid for, on top of registration fees and excise duty, and imported used cars over three years old cannot normally be registered. Singapore drives on the left and public transport is excellent, so most arrivals do not ship a vehicle. A vehicle registered in United States may need conformity, lighting or emissions work before it can be road-legal in Singapore.
